At first his head appeared to be black headed - so I thought it was an immature bald eagle. This also cleared it from being a Turkey Vulture. Seeing white on the tail I thought 'Rough-leg'. But this bird had absolutely flat wings as it approached head-on, not with the Rough-legs' 'up-and-out' wing pattern. Also, wings were held flatter than what I expect for a Turkey Vulture. Harlan's Hawk: Breast and belly solid in color, no barring on tail, wing shape unlike that of Red-tailed Hawk. Size difference.
