At first his head appeared to be black headed - so I thought it was an immature bald eagle. This also cleared it from being a Turkey Vulture. Seeing white on the tail I thought 'Rough-leg'. But this bird had absolutely flat wings as it approached head-on, not with the Rough-legs' 'up-and-out' wing pattern.
