Although by no means a conclusive characteristic, the subject bird did not hover during the period we observed it, a characteristic typical of hunting Rough-legged hawks. I was well aware of this, and like other committee members, I believed that they were likely present in this area. I can only say that I was watching the birds when I heard them, which eliminates the possibility that they were young American Crows. I would not want to rely on the morphologic features. Other documentations by Babs and Loren Padelford as well as Paul Lehman were submitted later. | Elimination of similar species: [...] Later it was seen at rest with Ring-billed and Franklin's Gulls, the latter group including a few individuals of the same age as the Laughing Gull, allowing careful comparison. [...] The wings were long and pointed, the overall jizz of the bird more attenuated than a Franklin's. [...] There was a grayish-black wash over the crown and nape, slightly intensified in the upper nuchal area, and a paler grayish wash on the flanks in the area below the bend of the wing, imparting a "dirtier" look to the underparts than on same-age Franklin's Gulls (seen when at rest). At rest, the black primaries extended well past the tail, a feature compared easily with nearby Franklin's, and there were no small white crescents in the primaries of the Laughing Gull, a feature easily seen in same-age Franklin's nearby. The Laughing Gull was almost as big as the Ringbills near it, while it appeared significantly larger than the adjacent Franklin's. | The original documentation form event lasted from 11:30:00/11:40:00.

Other observers include Louise Augustine and Dick Tetrault. | Elimination of similar species: The juvenile bird is distinctive and I was able to pick it out quickly. When we first saw the second-year bird, we considered both Franklin's and Laughing gulls. A juvenile or first-winter Franklin's would not have uniform gray in the wing coverts. A second-summer or second-winter Franklin's Gull would not have a full tail band. The bill shape also favors Laughing Gull. The bird appears to be in second-winter plumage, except for the tail band which fits better with first-summer plumage. Imm. Scarlet tanager - According to Master Guide to birding Vol 3 p. 196, juvenal [sic] Scarlet tanagers resemble the female but are more variable and have bright yellow wing bars. Also according to National Geographic Bird Guide it states that the immature scarlet tanager has faint wing bars. I don't think it was an immature scarlet tanager because this time of year the bird is not in juvenal [sic] plumage and the bird I saw had prominent and strong wing bars. Also the bird I saw had a very light colored rump and also its nape was a shade lighter than its back giving the birds upper part the light-dark light sequence for its nape-back-rump. This is a characteristic of the Western Tanager. This is what Bent (1958) p 472 has to say about the plumages of the 1st year male western tanager. "There is considerable variation among individuals, these one-year old males are as a whole somewhat less brilliant than the adults. The black of the upper part is duller and more or less intermixed with greenish. The red on the head paler, less intense and more restricted in area; and the yellows decidedly duller and less brilliant." | The original documentation form event lasted from 19:15:00/19:18:00.

The documentation form by Ann Johnson is the only one submitted and forms the basis of this record. | Elimination of similar species: Size, shape and flight pattern initially eliminated buteos and accipiters. I seriously considered both Northern Harrier and Peregrine Falcon. Until the bird got close enough to see the underparts, Peregrine was the most likely candidate based on the straight trailing edge of the wing, although I have never seen a Peregrine glide so effortlessly with few wing strokes taken. The flight pattern and white head made me aware that this was probably a kite. Of the other possibilities for this bird, all were eliminated by the white tail with no markings. Only a Ferruginous Hawk would share this characteristic. The black carpal spots on white wing linings were somewhat reminiscent of an Osprey, but other patterns, size, and flight pattern are not consistent. Although Northern Harrier males look very white from below, their heads are dark not white, and only the outer primary tips are dark as opposed to this bird's entire primary area. The tundra race of the Peregrine Falcon would appear light colored on the head, but would also show more dark markings underneath than this bird had. Mississippi Kite looks fairly white headed at a distance, but the underparts and tail are gray. | The original documentation form event lasted from 18:05:00/18:07:00.
