I have seen thousands of Double-crested Cormorants and I have never seen one soar in this manner. Also, a Double-created Cormorant has a neck which is always longer than the tail (in flight) and looks conspicuously large-headed and thick-necked when seen overhead. I do not know of specific information on bird trafficking in Iowa.
