(C) Western - Gull in question has considerable white on primaries, and does not show dusky trailing edge to underwing. Also has broader white trailing edge to upperwing than would the Western. The lack of tail band in the first year bird also excludes Thayer's Gull. Black-shouldered Kite (Elanus caeruleus) basically a white bird with a white tail, much less likely in Iowa.
