It didn't bounce, flutter, or glide (or wander) as a Kestrel does, especially in a light breeze. The dark back half of the tail was different than the Kestrel's light one, and it was thicker + shorter. [...] I rule out Kestrel on basis already indicated above, as well as Sharp-shinned Hawk, since this bird had pointed wings and the breast striping was lengthwise on light background, rather than crosswise on reddish or rusty background.
